The tier comes from the win rate. Before tiering we add 40 imaginary games at 50 %, so a champion with few games cannot jump to the top. Fewer than 20 games: no tier.
Pick rate = share of ARAM matches with the champion (a champion appears at most once per match). Ban rate = bans ÷ matches.
